Yes, I mean from J2 from top to bottom in that picture.

By pwr, I mean the 3.3v pwr pin from the usb TTL device.
You will still need to plug in the router to the power 110/220v power outlet.

Are you sure that that is the router's IP address and not the IP address you're getting for your network card since there is no DHCP available?

Just from the top of my head:
Have you tried setting you network card to a static IP? say, 192.168.1.9? And then try pinging 192.168.1.1
